Was it deliberate? Norbert Mbu-Mputu was as lucid as Stanley Unwin, but loud and clear. Was it deliberate?

The goverment must do more to make us, the SA people, safe and must not just say think. They must take it into action so I beg of the goverment to do tha small thing for SA and then they can worry about the rest.
